Who owns water? Discuss how the right to use water in not the same as ownership. Analyze situations where water from a river or lake is used by multiple states or countries. Does one state have the right or power to deflect or shut off the supply? What steps must be taken by local or federal governments to insure a free flow. Discuss the economic possibility of water as a free market commodity, with individuals and corporations buying and selling at a market price. Distribution to be set by quota. Elicit how this could lead to more water conservation.
