Strong States, Weak Nation: The new nation first wrote The Articles of Confederation. Finding out that the Articles were not working out well for the new government and appearing weak in view of other countries, that the new nation would not last long. Seeing their error the leaders met at the Constitutional Convention and wrote the US Constitution, making this country the strongest in the world.
