After generally reviewing the legislative process, we focused on the role of Congressional Committees. I distributed a list of House and Senate committees noting which were the most prestigious. I discussed how seniority typically determines committee assignments and how committees can table or pass a bill. We last reviewed the historical genesis of the bicameral legislature, the impact of gerrymandering, and the role of the Courts in declaring unconstitutional certain legislation .
