Sam's homework revisited the express and implied powers of Congress under Art I. We distinguished Congress' express power to declare war from the president's civilian role as commander -in -chief of the armed forces.Additionally, Sam took notes on the role of the "elastic clause" and the "commerce clause" in the enactment of the Civil Rights Act of 1964. Sam's homework contained a good description of the issue in McCullough v Maryland, and we placed her work in the appropriate context of a discussion about the use of the "elastic clause" in the creation of a national bank.For homework, I assigned a review exercise on the federal courts and reading pages 398-401 in the textbook.
