In addition to the Great Compromise, other compromises had to be implemented at the Constitutional Convention to ratify the U.S. Constitution. In addition to the structure of the Legislative Branch/Congress, the delegates agreed to the "Three-Fifths Compromise." This blemish on American History allowed the Southern states to count their slaves as "3/5" - not an entire, 100% human being! Why? Because enslaved people were actual "property" and not counted as U.S. citizens until the 14th amendment was passed after the Civil War! But Southern states insisted their enslaved populations be counted so that they would have more representation in the new House of Representatives. Politics can indeed be ugly.
